U.S. CONSTITUTION AMENDMENT 29, proposed.
Introduction. Suppose each country in the world (ALWAYS) did their ”or equal” of the following amendment 29, issue (was (always) already) solved (this is U.S. Fed and U.N. due care foreseeable and preventable, and we are still waiting)?
The U.S. FED and/or the states GET TOGETHER AND MAKE
U.S. CONSTITUTION AMENDMENT 29 (proposed)
1. THE U.S. FED (from date (2010) in the interim before executing part "4.") PAYS (covers) ALL COSTS RELATED to "illegal aliens" (CAUSED BY U.S. Fed want of ordinary care, instrumentally starting in December of 1994 by failure to deter and remove all "illegal aliens").
2. Removal of all "illegal aliens".
3. Now, and when conditions arise that it be necessary, the U.S. Fed has all lawful and unlawful aliens bond for "own recognizance" to enter the U.S. and for each release from custody back into free U.S. population. Note that 4.
4. U.S. FED collects (back charges, like applying a liquidated national debt paid by that foreign power) from country of origin for ALL COSTS RELATED to "illegal aliens". As far as I am concerned, back charge to December of 1994 at the San Diego, California blowout by illegals. particular aspects of bond for "own recognizance" already exist.

While I believe our northern border should be secured, it should not be done at the expense of our southern border. MAKE MEXICO PAY FOR THEIR 1/2 OF THE LENGTH OF THE WALL? Every year, hundreds of thousands of illegal aliens are apprehended trying to illegally enter our country from Mexico, but even more are able to slip through.

I have the U.S. Constitution contract for goods and services including tort law, and aliens are not included except for naturalization; and the U.S. can not charge me a cent for costs caused by illegal aliens (illegal aliens who committed each tort and caused each tort related cost).
Note #4.
Unfortunately the health bill currently in the House, H.R. 3200, will not prevent illegal aliens from receiving taxpayer-funded health care. While section 246 of the bill does state that illegal aliens cannot receive free health care, there are no verification requirements attached to the bill. Without verification, anyone will be able to access taxpayer-funded health insurance.
